The pillar seeks to enhance capacity and delivery of local and national actors in efficient, timely and cost-effective programming and responses to emergencies through capacity strengthening of local partners on Donor Engagements, Prepositioning and Proposal Development as well as Donor Contract Management, training of staff and local and national actors on Humanitarian Response and Preparedness including Anticipatory Action and the humanitarian principles, including strengthening early warning and coordination systems, pre-positioning core relief items, and preparing for food and cash distributions by establishing framework agreements, pre-registering the most vulnerable households in target communities, and training partners on commodity management for humanitarian assistance.
